Details

A Locale, also called C Locale or POSIX Locale is a set of variables in the Linux-Environment for Internationalisation
of Shell-Commands and other Software.

Most of these variables represent a Locale Category, thus named LC_<category>, with LC_ALL superceding all categories,
and LANG being the fallback for each undefined category. This means a minimum Locale is defining just the LANG variable.

The value of each variable can be a standard (C or POSIX), a Language (optionally with Country or Region), both optionally
extended with a Charset.

These values can only refer Locale Definition and Locale Charmap (Charset) files which have been installed before.

The locale command lists the currently configured Locale - example from Debian 7 Server:

FRITZ!OS

FRITZ!OS has its own Country and Language variables which are honoured by all AVM-Commands which create user output.

The Shell never was an official user interface. It was a debugging tool for experts, like supportdata, thus all debugging output
never was localized.

However, all libc variants used (uClibc, glibc, musl) and all Shells used (busybox, bash) honour some of the Locale variables.
But there's no Locale installed!
