Details

The telefon_up event informs the system that the telephony stack is initialized and a working CAPI exists.
This is just an empty trigger event. As you can see in the Dependencies below libcmapi.so is subscribed to it to start
the network CAPI server capiotcp_server subsequentially if it is enabled.
