Details
ptmctl configures the RTL86 Packet Transfer Mode (PTM).
PTM is a virtual connection multiplexing technology, an alternative to ATM.
ptmctl is called, by endptd and startup and by the rc boot script, see the Examples.
fw 7.30 info from the strings (manually sorted):

Examples
From the fw 7.30 rc boot script:
ptmctl set_hw ptmctl set_qmap 7 44444444
From fw 7.30 startup:
ptmctl set_sys ptmctl set_hw ptmctl set_hw bonding ptmctl set_qmap 7 44444444
RTL-Research
Note that research on the RTL86 chipset and its Linux and drivers is very difficult and the results are highly unfinished.
Source
The names of source files compiled into an executable often help to understand function blocks (and show gaps in the docs).
fw 7.30 source files:
$ strings /bin/ptmctl | grep -e '\.c$' -e '\.cpp$' <empty>
