Details

RTMGRP_NOTIFY is a NETLINK_ROUTE pseudo multicasting group defined in include/uapi/linux/rtnetlink.h (blame, raw).

It is not really a multicasting group but enables notification about changes in the subscribed groups.
This flag is OR'ed to the rtnetlink group to subscribe to when opening an rtnetlink socket.
