Details
RTMGRP_TC is a NETLINK_ROUTE multicasting group defined in include/uapi/linux/rtnetlink.h (blame, raw).
It announces changes to the Traffic Control
settings of the Packet Scheduler
.

FRITZ!OS uses tc to change Traffic Control
settings, launched by dsld with settings derived from ar7.cfg.
tc is also used in supportdata and supportdata_argo.nw:
